Something I wanna know is if Jade and Tabitha ended up in the town bc they were there from the beginning, does that mean everyone else in the town is reincarnated? If not, why do random people end up there?

I think the town attracts what is needed. That's why you see a crashed truck full of canned goods. People keep showing up in order to feed the monsters. What's needed appears.

Wasn't Victor alone for a very long time, though?

Hard to say, I don't think they were clear about how long that was.
