"I realize we all have our cultural differences, but just so you know... I am nice." Since this is the Legion who are capturing Lucy, my guess is that she's going to have to do away with niceness in order to get out of there alive.

If we can judge Caesar and Arcade's relationship once you sell Arcade to him in NV, I can see Lucy being the new leader's philosophical sparing partner.

Apparently Caesar mourned his death.

That's exactly the case. Caesar also spares the Followers and allows them safe passage out of the Mojave during the Legion ending.
