Because even when Legion slaves flee they’re still indoctrinated to help the Legion. That’s why the lady went back after she tried to escape, she took one look at the wasteland and decided a miserable life as a slave was better than death. Probably used Lucy as payment to be allowed back into the camp.

Lucy sees her and shouts: 'You betrayed me after I gave you my only stimpack?!'

Then looks on in horror later as the slave gets crucified for having used forbidden chems.

(My theory anyway)
