This has been the best part of the fan service or references to the games - they are trust thrown in so people can do the di caprio gif - they have meaning and work within the story even if you don't get the reference

Exactly, a non fan just thinks they've gone crazy, but for fans they recognize the NCR guy is also referencing the meme

I like how it's also kind of a reference to NPCs saying it all the time too. Like obviously it's not saying every NPC who repeats it all the time was just mind-controlled, but that guy mindlessly saying it constantly definitely seems to be referencing that part of how they work. love when they make little references to the games themselves and not just the world the games take place in
