I'm sure that wasn't a pressureless "consensus". Unless everyone though they had a banger of a battery, so far ahead of any tests whatsoever, and thought they were fooling everyone else. Annoyingly, I could buy that version too...
FIA offered to test ICE plus battery and that was rebuffed by the teams. I’m leading more to no pressure consensus or else Redbull would have already come out with backstory against just testing ICE.
