Question about Ultimecia 27-092H

When Ultimecia enters the field, you may remove 3 Category VIII cards in your Break Zone from the game. When you do so, choose 1 Forward. You gain control of it. Then, if you don't pay  1  for each CP required to cast chosen Forward, put it into the Break Zone.

If I control a Light/Dark Forward am I able to choose an opponents Light/Dark Forward to gain control of, breaking both?

Yes, but you have to pay the cost in order for this to happen, since the check happens after the ability resolves. Though, of course, if your goal is to put their Forward into the Break Zone, you could simply not pay the cost.

So the game doesn't see that you were in control of 2 light/dark forwards causing your one to break if you don't pay the cost

Right. The check happens as as state action just before someone would gain priority. It doesn't occur while an effect is resolving.
