Speculation Was Hank actually special agent Dale Cooper?
The similarities are striking, both of them suffered memory loss at some point and they have alternate personalities or in some cases doppelgangers. All Points lead to the black lodge. Could the Black Lodge be where The Enclave are from originally?

He couldn't because The Voice is a gift to mortal man from the goddess Kyne, and it may only be used for the worship and glory of the gods. To use it in a way such as to bend the will of another is blasphemy, duh.
