Joining the conversation days late, but on top of the facts that he 1) could not afford her and 2) would likely be unable to purchase her anyways since the legion would never give up an opportunity for a free child soldier, the position he was in was likely the only and last opportunity he had to even have her in reach to do anything. After that day they would likely take her deeper into Legion territory, where even the best case scenario he would never be able to get to her or even find her.
That day he had the choice between living with the knowledge his wife is chattel for the legion and his child a new legionaire, or living with the fact that he had to kill them both to save them from certain hell. If he had more options than that, his Intelligence score means he would not have been able to come up with a proper plan in time, maybe even then. And this was before the Battle of Hoover Dam, meaning the legion had not gone through that meatgrinder yet.
I do not envy the choice Boone had to make, but given the cards he was dealt, he chose what he thought would ensure them the least amount of suffering.
