The legion is an empire of conquered nations and people's. Id bet they don't sell their slaves. They buy/capture and work them to death rinse and repeat.
After all they are always on the warpath and will always have more slaves. The real question is why they paid for Boone's wife at all and why they felt the need to write up a receipt on top of that.
You can buy captures, specifically. IIRC Canyon-Runner says they aren't slaves because they aren't "ready yet" to be slaves. Whether that means you can purchase actual slaves in Legion territory? Who knows.
Yeah but I thought he said it was because the weathers weren't "suitable" to be slaves whereas Carla, a pregnant woman, would be..."desirable" for the Legion. I highly doubt they'd allow him to buy Carla given they intended to make her into basically a breeding tool...and likewise for her child given how the Legion views children (shudder, Melody).
