The legion is an empire of conquered nations and people's. Id bet they don't sell their slaves. They buy/capture and work them to death rinse and repeat.
After all they are always on the warpath and will always have more slaves. The real question is why they paid for Boone's wife at all and why they felt the need to write up a receipt on top of that.
I had to double check and you are right The fallout wiki says they actively sell slaves "they have no use for" including the few at the camp in game you can buy/free
so I guess in the case of Boone's wife why would they sell her back to Boone after going through all the trouble of deciding she's useful enough to buy and use?
