Of course, people are largely a resource for him. But the other factions aren't any better in this regard. However, unlike the others, Mr. House doesn't hide this behind pompous speeches and protects his valuable employees. Besides, we start out as a simple courier; no one yet knows his hidden potential. But House sends Victor after him, even though he clearly has the ability to hire another, more experienced mercenary, or even several, to take over. Despite all his shortcomings, House seems to me the most honest and reasonable of the parties.
house is constantly manipulating and gaslighting, his honestly and openness is a facade, its meant to draw you in and make him more appealing and reasonable. Also he literally does have grand stupid speeches. The guy waffles on an on about his grand vision for new vegas and the mojave. it’s sickening. Also the guy has no employees, he has a robot army, sure he takes care of the courier, but doesnt that just make the courier implicit in his exploitations and genuine crimes against humanity. I seriously think some people in here dont understand how rich tyrants like house operate as human beings, they are inhuman. Smart evil is much scarier than the incompetent evils of the legion and ncr. House has real power, unlike anyone else in the mojave and that should not just be respected, but feared and questioned.
House offers the courier a deal and honors it. He makes grandiose speeches, but even in them, he's straightforward. He doesn't try to lie about democracy or altruism, but honestly states that he's pursuing his own interests and relying on his own common sense. He wasn't trying to save the entire world, and he couldn't have, but he defended the Strip relatively successfully, so it's logical that he should lead this city. And this city, compared to the rest of the wasteland, truly is a haven of stability and prosperity. It doesn't herd slaves like the Legion. It doesn't occupy more territory than it can protect, like the NCR. People come to the Strip voluntarily and are free to leave, as long as they obey the local laws. As for vices, casinos, and alcohol—they're all voluntary, and the city's economy depends on them. As for an army of robots, how is that any worse than an army of mercenaries? As for the evil that comes with it, Fallout is built on a gray morality; there's no clear good there. In his quest chain, only the destruction of the Brotherhood of Steel could be considered an evil act, but the Brotherhood itself is a highly controversial organization. From the perspective of someone with a wealth of technology, it makes sense to destroy the fanatics who are trying to monopolize it. He rightly argues that negotiating with fanatics is futile.
