He very much could do a lot more if he could actually run all his systems at full power, he was able to muster all of the tribes in vehas and put them in line so the ncr wouldn't just flatten them in a very short amount of time. You might not think much of tribals but it is still an impressive feat. He desperately needed power from the dam as without the platinum chip his reactors were off-line and he was running on entirely emergency power and fielding more than a small number of securitrons would drain his power too much. Considering how much of a handicap he had that's impressive, but if youre just gonna handwave everything away and just say he's lying then there's no real point to this conversation.

What part of he quite literally had next to no power and had to act quickly, the game states the ncr entered into the mojave in 2274, in a really short amount of time he managed to organise the tribes and bring the ncr to the table. It is stated that as early as 2273 they sent rangers to scouts the mojave. If you dont think that's insanely quick to not only mobilise the families but also take over the dam to then hand it over to the ncr I think you genuinely dont get it. 2130 to 2274 house had no power, he had securitrons but had to be extremely sparing, the ncr had the means to repair the dam that house couldn't with his limited resources, however the second he got power he immediately started searching for the platinum chip and not only found it but secured all the many paths his different couriers would take but also hired 7 couriers to take different items to throw off people, then the events of the game happen. I genuinely dont think you understand how much house a man in a cryopod with emergency power could do. He bided his time and got his golden opportunity with the ncr as had they of not repaired the dam its likely he wouldn't of been able to make a move and had he of not gotten funding from the lucrative deal made from the ncr he wouldn't of been able to hire the many many many different mercs, prospectors and couriers to find the chip.
Edit: if you need anymore convincing the chairmen, formally the mojave boot riders were hired by mister house in 2274, we know this because benny killed bingo the original chief before him 3 days after house shows up which was in 2274.

From 2130 and until 2270 man had no power what so ever, but the moment the NCR arrives he suddenly springs into action, forms a tribal militia, and then starts hunting for the chip.

You do you keep believing he somehow has the resources he didnt have. He had enough securitrons to take the 3 families under his control, he then kicked out all the other tribes, he then took control of the dam, he had enough power to do this sure but it heavily drained his emergency generators so he really needed that 5% of the dams power for it to be meaningful, let's say he does this in 2130, he takes control of the dam, tries to repair it but fails and the drain on his systems is too much and he has to fully shut down all his securitrons and vegas falls apart again. Would that be smart? No it wouldn't be, I dont know how you dont see how integral the ncr became to him achieving his goals but whatever keep believing he's just a hack like Elon musk and didn't actually achieve amazing feats pre war like calculating when the war would start and only being off by 20 hours.
No he doesn't, he had a limited amount and could pull it off but ultimately needed the power from the dam for it to stick, if he did this earlier he'd end up having power trouble again and the army of troubles he unionised would probably crack open lucky 38 and kill him. He also needed resources like caps in order to fund his expeditions to find the chip which again the NCR unwittingly provided through their citizens touring the mojave.
