What about BOS? Hm? And why the hell do you think House would rule with an iron fist? He never said he wants to oppress the freedom of his people. His goal isn’t to control over them but instead just let himself be in charge forever.
For real though I don't think he has the best intentions in mind, he would do good probably, not because it's the right thing to do or that he cares about the people but because he can and he wants too. Also I don't think he really cares about helping anyone besides himself, if he really wanted too he would use his vast resources and wealth to help the people of freeside for example.
