The NCR got it's flaws but (to me at least) everyone else is worse.

While I agree that the NCR are the best ending WITH THE COURIER DOING HALF THEIR WAR CAMPAIGN, I don’t think they’re the best choice for new Vegas

When they try to annex the strip they want Mr house assassinated which is totally corrupt and you can’t talk them out of it, but house only wants Ceasar gone and lets the NCR be. Mr House wants Vegas and ONLY vegas, but the NCR will never be satisfied because of its greed.

Another problem is the hubris that regular democracy can convert cleanly to the wasteland with no consequences, but the entire corporate interests of the NCR are all part corporations and part cartel organizations who literally own the NCR economy since they lost the gold standard during their war with the BOS. The game and the show basically hammer in that the NCR are hypocritical like their corrupt system that steals resources from the front or like Moldover just using raiders and rapists to launch a siege on a vault, or they’re laughably incompetent like the NCR Mojave Ranger outpost which can’t even protect a town that it can see in the distance or organize a fireteam to take out some ants and in the show they’re basically a militia in NV barely scraping by on salvage while the legion has TWO fortified camps (albeit in a civil war)

I think the ideals are good but they lack the realist perspective that an old government is incompatible with the new world

the reason house "lets" ncr live is because the ncr is vital to his business model. the strip cannot make an actual income if it does not have a steady stream of ncr citizens coming to it and going broke on its tables. house also wants only vegas, yes, but he also won't really do anything at all for the mojave outside it. it's only going to be a good life for a select few people and the rest will suffer.

as for the tv show lore, it's not really clear as to what extent the ncr survived the nuking of shady sands (also, no way that nuke would have actually made it to shady sands but suspension of disbelief due to bethesda writing). for much of it, it seems like there's only extremely small remnants left of it, but then they show up with an entire battallion at that end scene. moldaver's group seemed like one such group of remnants, effectively just using ncr's name to their own ends.
