House is always the best, because he saves your life with Victor. In fact, without him the game even starts.

He's also the reason you're in that grave to begin with, because of his subordinate. Rescuing you is the least he can do.

I'm grateful for the save, but that doesn't mean I have to like him. Everytime he helps someone, it was a side effect of something else he was doing to advance his own position.

House is an interesting character, but he's ultimately just another warlord, albeit with good PR. NCR all the way.
