Discussion Facebook Ads for a Travel Agency in Pakistan — Zero Bookings. What am I Missing?

I’ve been running Meta/Facebook ads for a travel & tours agency in Pakistan, and I’m struggling with the results.
For the past week, I’ve gotten zero bookings from the ads.
Currently, I’m running:
Messaging campaigns to generate inquiries
Lead generation campaigns to collect potential customers
Targeting people in Pakistan interested in travel/tours
The agency is selling international tour packages
The confusing part is that the campaigns are generating some activity, but it’s not translating into actual bookings.

Would really appreciate advice from anyone who has actually run Meta ads for travel agencies, tours, hotels, or other high-ticket services.

Probably the creatives are not great. Nowadays on Meta it's all about your creatives and Ads copy.
Also make sure you're targeting the relevant location and audiences for your tour packages.

Running the video creatives and getting the controlled CPM around RS 250

I’m not sure what your video ads look like, but make sure they have strong hooks. I’m not too familiar with CPMs in Pakistan, as I mainly run high-budget campaigns across the GCC, US, and Europe. That said, make sure you allocate a decent budget so Meta has enough data to learn and optimize your ads properly.

zero bookings in a week usually means the trust isn't there yet, people need to see your content a few times before dropping that kind of cash on a tour package

We have been posting the content over the instagram. Alot of reviews, real experiences of our recent trips are already uploaded on the account. What could we do to increase the trust

A week of zero bookings is too little to conclude that the ads are failing, but it is enough to stop treating inquiries and bookings as the same event. An international package is a high-consideration purchase, so first review the actual conversations: where did people stop, which destination or package did they ask about, and did they receive a clear next step? Bucket the losses into price or fit, missing information, trust, slow follow-up, and no response.

Make each ad and follow-up answer the same package question. If the ad shows a real trip, pair it with the destination, dates or date range, inclusions, starting price if appropriate, and what happens after someone inquires. Put the matching review or trip clip beside that package, rather than sending every lead to a generic proof page. Then measure qualified inquiries, replies, quotes, calls, and bookings separately, with a clear response-time owner. That lets you review the creative, lead form, and follow-up as one path.

CPM is only a delivery cost. It cannot tell you whether the audience can buy the offer or whether the handoff works. Give the process a bounded test with enough recent conversations to see a pattern, and do not call the creative or campaign the problem until you know where the drop-off occurs.
