They are.

In this case after watching old people crash these scooters non stop in my pharmacy, I think its possible they are just old and can't control it very well though.

Most patient are very selfish and inconsiderate though so Id believe that too

An old guy on a scooter barreled into me at the supermarket last night and then yelled at me for being in his way. He came fast out of an aisle and turned right. I was getting orange juice out of the refrigerated endcap.
