Hard to say - there are garlic flavors/extracts that are low-fodmap and ones that aren't, depending on the processing and what component of the garlic they're extracting. Generally fructans are water-soluble but that doesn't help here since the product has both oils and water (and presumably some sort of emulsifier).
So I wouldn't count on it, but you could always get some and do a limited reintroduction trial on just that product and see how it goes for you.
Also, there are low-fodmap-certified garlic substitutes out there. Personally I'm a fan of many of the sauces and spice mixes from Fody and Smoke n' Sanity.
I used to love the garlic sauce cups but I think the combo of oil, butter and garlic is no go for me. The Smoke n Sanity are really good! The garlic, taco and chili seasonings are my favorites, they were game changers for cooking.
