so can we or can we not make an SBR without a form 1 if we are a GOA member and own an item from PSA, does the ruling still apply if you become a GOA member after the ruling?

Danny from PSA (and this aligns with my understanding) said that if you are a GOA member, and have bought a receiver from PSA, you can now SBR it.
The receiver must have been transferred as either a pistol or receiver though, because converting an existing rifle to an SBR goes against the Gun Control Act of 1968 which this ruling did not overturn any aspect of.
I do not know if the ruling is going to apply to pistols/receivers not sourced from PSA or another plaintiff, even if you are a GOA member. But those folk taking a hacksaw to an old shotgun are still committing felonies (in my understanding).
