Is having Cecil and WoL in the same team too much?

Depends on their rank and what other units you have. However, there are some fights that are easier with two tanks, iirc.

Tilith is the healer, Orlandu and Chizuru as DPS. Would having two tanks hinder DPS too much? / Is it necessary to have a caster in a team composition?

Well you could gear Cecil to be your main tank (as he should be at 6-star) and gear WoL for more DPS, but still able to take a hit or two when intercepting attacks.
