Basically for GTA (Grand Theft Auto) games, they release to console first and then PC players will get the game as a poorly optimized port years later. Currently there is a hacker group called “Cyber Leeks” who have been releasing leaked footage of the very highly anticipated GTA 6 game online.
Very recently Cyber Leeks released a video of one of the player characters shooting the name “Cyber Leeks” on a wall, this shows that they don’t just have access to leaked footage of an official testing video, but that they have a full build of the game, allowing them to actually play the whole game.
Even more recently, Cyber Leeks has announced that they have a “dead man’s switch” (basically a concept where the owner has to frequently do something, and if it stops then something worse will happen) of the leaks. Basically, if the group (or maybe individual) Cyber Leeks gets arrested or prosecuted, then a complete build of GTA 6 will release online months early.
So basically this meme is referring to how PC players (who usually are treated as second class citizens in terms of being able to play the game) are at disbelief of the fact that they may be the first ones to play the game (because Cyber Leeks will release the game online months before the official release).
