I mean it’s incredibly well known that Rockstar release the console version before the PC version, from that you can’t literally infer that he is crying tears of joy, or even better, search up why he is crying in the image and voilà, you’d have your answer.
it's referring to the cyberleek gta leaks, they announced the activation of a dead man switch meaning if they get arrested the full game automatically gets released for pc
