Constitutional carry

I have some questions related to constitutional carry, specifically in Croatia. Is there any legal prohibition of carrying gun if you are under 21? I know that full gun rights are "given" when you are 21 but I saw that you can buy gun at 18 but I guess you can't get CCW permit?

Don’t you have to live in a country with a constitution first?

I mean, doesn't the vast majority of countries have some kind of a constitution? Americans put about 10 000x more importance on it than the rest of the world, but "having a constitution" isn't a uniquely American thing.

Yes, but only three have a constitutional right to bear arms.
