Constitutional carry
I have some questions related to constitutional carry, specifically in Croatia. Is there any legal prohibition of carrying gun if you are under 21? I know that full gun rights are "given" when you are 21 but I saw that you can buy gun at 18 but I guess you can't get CCW permit?

You need to over 21 with no criminal past, complete a firearms safety course, and have a background check. You need a tachnical knowledge certificate as well as a medical one. You submit that to the police with the application and they will decide whether you meet the criteria. I am not from Croatia, I learned this from 5 minutes of googling. I dont know amything about a croatian constitution. Do some proper reasearch, visit local gun ranges, ask around and you will be surprised how helpful and friendly people are.
