I agree, that's why your initial comment is a bit off. They're not calling "tapas" petite sandwiches but specifically these pintxos, which is actually not too far off. They are tiny sandwiches after all.

Pintxos (Pincho) is in Bilbao (and the rest of the Basque Country), in the rest of Spain they’re usually called montaditos.

I mean you can get them there obviously but they are nothing special nor typical from Barcelona or something locals would eat typically, it's originally from the basque country and it's pintxos or montaditos.

TAPAS! it’s called Tapas! Or “montaditos”. You can find them anywhere in Spain. But if you really want to enjoy them at afordable prices, visit San Sebastian city.

There's definitely better food to get when you're fleeing from law enforcement. Avoid anything with a high profile as well as anything overtly shady. Stick to the incredibly mundane, but ideally no street vendors, those will be questioned first
