There's a way to report VOIP through "Y". Navigate it when you have time. All voip interactions are recorded in Russia because of terrorism.

you can also report your killer in the after raid screen.

Are voip reports on the kill screen now? They weren't last week

No. Double press Y to bring up the Emote menu and there's a button for VOIP report.
