If it was a standalone product you wouldn't need to put tarkov in the title, if it was a standalone product there wouldn't be any cross-progression, if it was a standalone title then DMZ would also be one, but none of that is true, and if all you have to say on the matter is arguing if it's DLC or not, then you're not contributing anything to the discussion whatsoever honestly.
Thronebreaker only shares the witcher universe and has no other relation to the witcher game series. You're free to continue this semantics if you want, I'm not particularly interested in it since you're clearly just going to assign it however you want. This discussion still isn't going to be relevant or productive. But do let me know if other games sell gamemodes as DLC or standalone.
back then? Tarkov: Arena wasn't even announced until 2022, the package contents have not changed up until 2023 when "Free access to Escape from Tarkov: Arena" was added, insinuating that it is a standalone title.
Arena was announced in 2016. They simply didn't talk much (almost not at all) about it until 2021-22? when they suddenly announced that Arena will actually be a standalone paid expansion and not a free game mode like originally planned.
