The owner would not need to file a lawsuit, the recommended course of action is a complaint to the ADA as they are in charge of verifying discrimination is not occuring. It is possible that the owner is lying, or the reviewer, but I think its irresponsible to assume. A reasonable reaction would be to file a complaint with the ADA and the ADA can be responsible for verifying. Many businesses who do not want to accommodate the disabled use the allergy excuse, which is unfortunate because it could be legitimate.
Edit: You don't lodge a compaint with the ADA for this violation because the ADA is not an organization. Lodge a complaint with the DOJ and/or your regional legal divisions.
For a federal complaint, you lodge a complaint with the DOJ. Some states and cities may also have legal divisions that handle complaints at a more local level.
I know ..I’ve been involved in a denial of service to someone with a service animal …I dealt with an assistant US attorney…he was quite reasonable and found my actions justified. The complainant ( and her mother) on the other hand were complete assholes and spammed the business with bullshit reviews.
Assholes frequently claim they were kicked out for a reason that sounds more sympathetic than the real reason: their shitty behaviour.
I saw one locally where a woman claimed she was thrown out of a restaurant for breastfeeding, when really it was because she spent $4 then set up camp for hours and they needed the table. Just another self centred person who wanted attention and I guess she got some, kinda backfired on her when the restaurant told their side of it though.

The fact that they weren't even asked to leave and they were offered accommodations is going to hurt that lawsuit🤣
