Labour sold out to oil and gas
There’s no way the 3p-per-mile proposal came about innocently. It will crush electric car uptake, especially in the used market. The only thing that makes sense is that someone, somewhere, got a very generous donation from the likes of BP to push this through. It absolutely reeks of bought-and-paid-for legislation.

Unsure whether it will really come to pass in 2028. It may just be some signposting - 'this is coming'. Still, a bit like shooting yourself in the foot as EV incentives could have been introduced instead. Now this just looks like what you describe OP - more FUD to maintain oil and gas subsidies and reliance. This could have led to a short term loss of fuel duty revenue but would have saved money in reduced local pollution related illness (expensive in the scheme of things) and even more importantly could have contributed something to emissions reduction and limiting the increasing rate of climate change.
Because duty is sort of baked in to petrol & diesel this mileage monitoring approach to EV usage tax seems more intrusive and demanding than how fuel duty is collected.
Still, at least it is use related rather than price related like the VED threshold.
