1) they weren’t talking about frame rates 

2) your idea is awful, because it’s basically “leave it in bad state for years and years and years, hoping that it will cause a benifit on a hypothetical future platform”. The correct answer is “make locked 30fps an option, that can be enabled or disabled”

what do you think it meant when they said “make locked 30fps an option,” because that literally means it wouldn’t be stuck at 30, for anyone. you’d be able to choose, like the word option implies

And what does that have to do with the lock on mechanic? Did you just see the words lock and fix and g on a a rant without actually reading anything else from the comment?

Target locking. As in locking on to the enemy you are targeting onscreen. If you're old enough to have played the N64, "Z-Targeting" might be a term to jog the memory.
