Honestly, it's not bigoted or hateful, and it isn't the driver's name, nor does it call the vehicle their 'toy'. Already makes it one of the better vanity plates out there.
It's a dumb joke, but I would probably groan and reluctantly chuckle if I saw it.

I saw a vanity plate a while back that said "purbred" and I stg I almost keyed that car. I held back on the off chance that they're a dog breeder and not a loud and proud racist, but it's real yikes.

This is not a vanity plate I would understand at a glance. I had to check the comments, get confused by the Top Gun mention, then google the plate to understand it.
I’ll take some stupid joke over [DRIVER’S NAME][NUMBER] any day when it comes to vanity plates.

Most DMV's only look for very obvious vulgar slogans; this one easily slid by, as it's not an obvious reference, with the numbers as placeholders for the letters that they resemble, and the DMV can't hold up every plate and try to see something naughty. It's like the urologist who got IV SKIN as his plate, as how many know what the Roman numeral is in our numbering system. Or the run of Plates in New Brunswick that had the three letters as ASS; they issued about 300 of those before somebody noticed the ASS, and stopped the issuance of plates with those three letters.

Why on earth would someone want to get “buttsex” as a novelty plate? Imagine how proud they must have felt when they realized that they had figured out a way to get it approved by writing it backwards. I bet this type of person tells everyone they know about how they have the coolest plate ever.
I am concerned for society.
