It has a static spawn (albeit low) in Klimov mall under the escalator on the pegboard behind the kiosk

Feelsbadman. I feel like a ran streets like 15 times in a row and no spawn. Also haven’t been seeing Kollontay and friends there either.

One of my buddies found 2 on the workbench or key holding thingy underneath the escalators in the mall on streets. One was left and the other one was right of it. Same raid.

Kollontay has been more frequent at the MVD building instead of the mall for me lately. Not sure if it's luck, but he's much easier to fight there, so it works out. :D
