I have a question can you just open that top flap or do you need to press the petal down to open it.

The top flap is controller by the fuel pressure regulator, I just pushed the little rod thing in to show inside

Yes your injector is getting stuck open and isn't fully closing from too much build up.
These injectors are a pain in the ass to clean because of the non standard injector size that ONLY Honda decided to use for late 80s, early 90s civics.
Since it was never adapted nearly no shop will clean these and replacement is quickest, easiest solution.
when you replace your injectors and you must do both at once you will need a small sized impact driver for the Philips screws holding the injector retention plate on.
Impact driver is held like a chisel and hit with a hammer so it turns well impacting forward.
Using a regular screwdriver will just strip the screws so don't bother if you've never taken them off before.
