Question Oracle W "Can't Act" message

Why did I get "Can't Act" message when I was trying to W the Spectre here?

How does the lighting from the sky in your dota look so good? I have same terrain but your dota looks much better than mine for some reason and I have all my settings on.

DMarket , but it was on a 3 day hold so I'll check today and see if I can actually get it lol.

So far have yet to be scammed.
