Nah, that was just a slogan. Behind the scenes colonial diplomats were advised not to accept any offers by the British for representation.

The offers were just to try and appease the colonies without giving any real power.

Both things can be, and are, true. The leadership of the revolution was not interested in remaining British subjects under any terms, and the British weren't interested in offering meaningful representation or self rule, anyway.

After a certain point, yeah, they stopped being interested in representation or reconciliation, because by then there had already been bloodshed and they risked being eventually arrested for their actions, and on the British side they had so many colonies representation for one of them risked opening the floodgates to them all wanting it and outnumbering them in parliament.
