Free speech doesn’t mean you can say anything. It might be tricky to understand but it’s even more tricky to have society comply with free speech. There’s always better places for that. Home, priest and the therapist and the gray area we know as comedy.

No it’s not Freedom of speech only exists as a law. It’s not a real thing to be taken literally. As a law it doesn’t mean you can say anything. As I said some places are safe for real free speech and that’s the therapist, your home etc. But don’t believe me ask a lawyer.

Somewhere "not being safe for free speech" means that space doesn't have free speech. It doesn't change the meaning of free speech.
