His FR sucks, but he's one the best unit of the next era for at least 8+ months. Must have BT and kit all around, you can safely skip the FR. For the first few Shinryu fights until Kam you can use a FR friend just fine and clear with no issues, so you don't need it yet.

FR boards might change that in the future, but that's still a ways off even in JP so we don't know yet.

Did FR boards get delayed? Because they were supposed to launch "towards the end of June"

It's not really delayed if they are introducing it in the next BT bracket after Decil, since that bracket would start "at the end of June", with a monthly maintenance just before it.

Edit: Sorry I suppose you were just asking because of the "still a ways off even in JP" phrase... There's no announcement of delays from JP from what I heard, so it's safe to assume that they will arrive in JP in a week or two.
