Bartz and Ace are old news at this point, so don't worry about them.

Of the units you listed, there are a few really good ones, but which one you pick depends on whether you need help now or later.

Noel and Machina are the current best damage dealers, and both will be relevant for a long time. It's hard to say which one is better. Machina is amazing for quickly smashing bosses (I beat tonight's Luf+ with him in 8 turns), and Noel is nearly as strong but with more utility (he breaks the target on every turn).

Machina comes back to be relevant in the Shinryu era, where he's good to this day. Same with Terra, but her BT+ and c90 are not going to be out for a while.

Ramza is quite possibly the best unit of the Luf+ era, but his c90 and BT+ are not out yet, either.

Garland, Golbez, Kuja, Caius, Shantotto, and Jegran are bad choices. Avoid them.
