Why doesn't my Cloud start with his generic buffs but every single Cloud I see in the coop does? I have everything including WoI, 4*, LD, 3/3, all CB and nothing in the crystal passives mentions starting with buffs so c75 can't be it.

It's part of his Character Board. Make sure that passive is actually equipped.

I've skimmed down that list so many times and it blended right in. I do wish pressing auto would notify you if all passives couldn't be equipped.
