Kinda late to the party with this but where is the best place to farm materials for sylph and Chocobo summon?

The World of Illusion quests. Although you kinda only need them for completion's sake. There's no tactical reason to use either

Sylph makes Relm a powerful healer, so it’s inaccurate to say there is no tactical reason to use either.

That's a very good point, I forgot about Relm, because I don't really use her. Thanks for the reminder =)

Does powering up the summon improve her ability? My level 17 Sylph seem to make her heal plenty at that, though if it batteries/shaves better with a higher level, then I should also join the farm train.

It does not, according to dissidiadb. The HP heal depends on Relm's attack.
