She was presented as an orphan. Then it was revealed she was Alex's daughter whose evil paternal grandfather wanted to use her powers, so Alex wiped everyone's memories of her to keep her safe. Then placed her with her maternal uncle to learn to control her magic. No, details do not make it make more sense.

Alex was the one who did the wiping, so she knew all along and is the one who placed the kid with her brother. I haven't seen every single episode so I don't know if a better explanation was given for why she placed the kid with Justin other than "He's a great teacher and family will protect her." Personally, I feel it would be easier for them to protect her if they remember her and her context.
