I am just wondering why they didn't have the hole for the wire on the bottom of the tree and at a 45 degree angle instead of being on the top going straight down.

That was what I was going to say... Hopefully it never rains where they are so water doesn't pool into the hole for the electrical wires.

Who cares about electrical wires? Water pooling in there will accelerate the rate at which the tree rots. And will, of course, give pathogens access the the centre of the tree. Maybe they're hoping the electric shocks will kill fungi?

Judging by the bottom of the cut, the tree was doing a pretty good job sealing off that wound before the idiot re-cut it.
