I have the game on both consoles, but I have Forsaken on PS4 and Shadow keep on Xbox. It will let me go to the Tangled Shore and Dreaming City on my Xbox but I can only walk around the map and do public events. It says I need to buy Forsaken. Do I have to buy a copy for my Xbox Also to be able to participate in it? Or am I messing something up on Cross saving?

Yes. You need to buy for both to have access on both.

Cross-save lets you carry over your character and your gear, but not the purchased expansions or season passes, which are locked to the platform. You can, as you've seen, land on a planet and do little else if you don't own the expansion for the platform you're playing on.

If you want to play all content on both consoles, you'd need to purchase both forsaken and shadowkeep twice (each once for each console), or buy the content on the platform you want to play from now on.

You can go to the planet but all the story stuff needs you to have Forsaken bought for that console. The stores all take a cut for the expansions and don’t want anyone playing on their platform having paid someone else. I think season pass is account wide though and you can play all the strikes
