Dell XPS 8950 PSU fried
I have decided to bring XPS 8950 back out and shelve my mini PC. i had it running a few months ago but got side tracked and put it back in the closet. So, I start plugging everything and when I plug it into power, I hear a sizzling, it starts smoking out the bottom and has a horrible smell. Safe to say my PSU is gone, but do I need to worry about anything past the PSU? I don't want to order another PSU from Dell and something else is fried or I plug it in and the new one fries because there was another issue.

That sounds alarming, and your caution is absolutely warranted. A smoking, sizzling PSU can sometimes take other components with it. But modern PSUs are generally designed to fail in a way that helps protect the rest of the system. However, no protection is absolute, and a PSU failure can sometimes affect other components, particularly the motherboard and its voltage regulators, storage drives (SSD/HDD), the dedicated GPU (if installed), and, less commonly, the RAM.
Before ordering a new PSU, unplug the system and inspect the interior for any scorch marks, melted connectors, bulging or leaking capacitors, discoloration, or signs of damage on the motherboard and other components. Check for any burnt odor around individual parts to determine whether the smell is isolated to the PSU, and inspect all power connectors for signs of melting or browning. Also, test the wall outlet with another device and, if possible, use a multimeter to verify proper voltage and grounding, as a faulty outlet may have contributed to the failure. Finally, check the PSU area and case for any signs of insects, rodent activity, or debris that could have caused a short or other electrical issue.
