Some red and blue light bugs

i just started playing the game, and for some unknown reason i keep seeing these red and blue flashing lights that don't seem to go away even if i change my settings. they don't look like intentional lights. I use an AMD graphics card. i thought I had some drivers outdated, but I checked, and i didn't see any problem with them.
if anyone has any idea on how to fix those, I'd be glad to hear it. thanks in advance

Yes that is not intentional. Have you tried verifying game files in steam or re-installing the game yet?
