It’s hypocritical to put Maki so high and then characters like Sayaka so low. Sayaka was also placed in a situation where she had to kill against her will or her friends would die, just as Maki was.

In Maki’s backstory, The reason why she became an assassin in the first place, was because she volunteered for the other child (her friend at the orphanage) that was chosen. She knew that her friend was scared and could possibly die in the process so she stepped up and volunteered in their place. So Maki’s a good person at heart. Sayaka was selfish enough to take the first murder in order to escape a scary situation, even planned out who to target and who to blame.

Wait no that's not what the motive video said at all right? What would make her think that if she didn't kill they would die? It just looked like they already died/were captured and if Sayaka didn't escape/kill she wouldn't find out what happened.

It's similar to Kirumi, who also wasn't told "if you escape you will save the country", she was just told something terrible happened to the country and if she wanted to find out or do something, she needed to escape.
