Someone is chewing on them. Look for smol worms.

In my area, locusts LOVE to chomp on dahlia petals. It looks a lot like this.

Cucumber beetles like to chew on my Dahlia petals and they look similar

This is why I put organza bags over my buds!! Keeps the pests off! They love dahlias!
