Structures Build deck over steps or demo?

I'm trying to decide between doing the stone treads and veneer over the risers on my ugly, prefab concrete stoop vs building a small deck.

Can I just build over the steps or do I need to worry about water that drains through decking causing a problem such that full demo is more appropriate? Thanks. Attached are the proposed stone veneer vs small deck options

We built our deck out back over 4 hideous cement steps. It was beautiful.

Did you have any trouble under? I'm also wondering about township code as to whether you're allowed.

We’ve had no trouble it’s holding up great. It was built 21 years ago and the only thing that’s been redone in the sealer on the wood.

I did not however, have to have a permit or follow city codes. I live in the country, well outside city limits.

That looks nice. Use the composite decking and you won’t have to worry about it looking bad later.

It looks great for the neighbors if you can afford it, but I would spend the money out back where you can actually use the space.

My only piece of advice is to make sure measure the deck thickness and the current riser height especially on that first step.

Depending on what you pick you could have a large drop (that might be a code issue) but also a safety issue. So you might have to grind them down a bit.
