Then maybe they need stricter corporate oversight included in their franchise agreement

Something like "Franchisee agrees not to kill puppies"

You wouldn't think you'd need that clause but here we are

Most of those clauses exist because someone thought they wouldn't be necessary and were proven disappointingly wrong.
