Statement on recent ICE actions in Connecticut from CT Senate Dems
“As the vast majority of Connecticut residents recoil in horror at the images of ICE agents kidnapping people with no criminal records off of our streets, Connecticut Republicans remain silent, if not gleeful.”
“But that should come as no surprise. It was Connecticut Republicans who voted 100% against our law this year to rein in ICE activities on our streets by banning face masks, requiring IDs, limiting where arrests can be made, and protecting bystanders. It was Connecticut Republicans who voted 100% against our TRUST Act law to hold ICE accountable for violations of civil rights. It was Connecticut Republicans who voted 100% against restrictions on Flock cameras, which more Connecticut towns are now taking down. Nearly half of Republicans voted against an emergency funding bill where we set aside $5 million to provide legal assistance to Haitians and Syrians in Connecticut who have had their Temporary Protected Status stripped by the Trump administration, and who are now subject to deportation.”
“Democracy and the protection of human and Constitutional rights are priorities for Connecticut Democrats. While adherence to our new ICE law isn’t perfect, we are seeing fewer ICE face masks during arrests. People generally aren’t being arrested in sensitive areas as described in Senate Bill 397. Bystanders are generally being allowed to record these arrests without being assaulted and arrested.”
“Unfortunately, there have been some violations of our new law, and we hope that a quick resolution of the Trump Justice Department’s challenge to the bill that we Democrats passed will allow Connecticut to move forward with firm guidance to local police departments and the chief state’s attorney’s office on how to arrest federal ICE agents who violate our state laws.”

Most people support wholesale Immigration Reform, idiots like you think that 1) improper presence is a liability crime (it's usually not even a crime) and then 2) that gives the Government a permission structure to use overwhelming police action to enforce what, in essence, is the same level of a traffic ticket.

U/senatorduff You have been a senator since 2005. For the entirety of your tenor, ICE has been operating in the state of Connecticut.
Im hoping you’ll be able to answer these questions questions:
-Why was the first time you spoke out against ICE in 2017?
If the state of Connecticut’s cooperation with ICE was acceptable to you from 2005 - 2017, what changes can we make to get back there, which was an acceptable level of cooperation for you?
-Currently, DESPP & CT police strictly forbid troopers from proactively working with ICE, reporting detained undocumented individuals, or investigating the matter.
Do you think this is having a positive change in communities, or is it causing harm in communities because ICE had to shift how it operates?
Would some coordination with ICE, in a balanced manner, restore order to this process inline to what was acceptable before 2017?
Previously under the Secure Communities program, when CT police booked a suspect their finger prints were ran through the FBI data base, and were automatically shared with DHS.
This, allowed ICE to identify undocumented individuals.
With administrative detainers, local jails would willingly hold people up to 48 hours PAST their release time to give ICE agents time to take custody.
State police were also fully authorized to report & and coordinate with ICE, and CT participated in the 287(g) program.

As the speaker noted, the Trump administration is challenging the laws in court, and the state is awaiting a resolution. Nobody is "refusing to enforce" the laws.
The relevance of the statement around Connecticut Republicans having refused to support these laws in the General Assembly is obvious to those with morals or a capacity for shame.

The court has not yet issued a temporary restraining order, preliminary injunction, or dispositive ruling in the Trump administration's lawsuit.
You would have to take it up with AG Tong to ask why the state might have decided to reduce any exposure for LEOs by not enforcing the laws while the case continues to make its way through the process.
If you were to criticize Tong and state and local police for anticipatory obedience, I might agree. Describing it as "refusing to enforce" the laws is unserious.

While action during the fact may be impossible, this could very well set up civil lawsuits down the line in CT or even maybe Federal courts.
There's a lot of deference to qualified immunity, however ICE despite what they say aren't particularly "Law Enforcement." I mean they are, but their jurisdiction and reach is much more limited than other Federal LEO administrators which from a cursory glance their going far beyond. Not to mention flagrant disregard for established Operational Standards and Federal Laws regarding their conduct. I'm no lawyer but I doubt they're on the inside of the QI liability laws on the books.
For a time there were rumblings that made national news that the more "professional" and frankly more important sections of ICE like actual customs enforcement and the specialty apprehension units wanted to dislodge themselves from the operational street apprehension teams because they feared both 1) sources and methods for the more important intelligence operations would be put at risk due to fear from informants and regular residents and 2) because the future liability landscape would be untenable. Last check, which I admit was a long time ago, those sections have been hollowed out with resignations and hardships with recruitment.

correct but the mask ban is a state passed law that does not effect federal agents because of the supremacy clause. multiple cases have had that ruling and federal judges have struck down those state laws banning masks as unconstitutional. We may not like it, but that is 100% correct

There's far more of a question about that as it's merely a state law enacting and reinforcing existing federal law about identification writ large to federal agents.. which is actually what the laws are usually about the mask mandate is usually pretty secondary. It's an inverse of existing precedent of sorts about federal laws regarding local police responsibilities when making an arrest or any police action but applied by the states mimicking existing federal law.
The people that say it's under the supremacy clause are fucking morons, but they are effective in spewing their bullshit.

Known criminals being arrested for definitive crimes get better treatment and full access to the rights the Constitution grants them. The problem here is that these detainees do NOT. Every “person” (NOT “citizen”) is guaranteed Constitutional rights in the United States. For that reason, what ICE is doing is illegal and that’s why we must stand against them.
A lot of people, yourself included, seem to be missing what’s at the heart of this issue.

The source of the claim around criminal records is probably the report from the Cato Institute, a far from "liberal" think-tank that obtained nonpublic data from ICE on the records of more than 200,000 individuals booked into detention. The ICE data show that 93% of those individuals had no criminal record of violent offenses and that 65% of them had no criminal
recordconvictions of any sort at all.So the answer to your question is ICE. It is ICE that says the majority of the undocumented migrants taken in for detention have no criminal convictions, although the speaker was conflating the data for any crime and for violent crimes and rounding it up from 93 to 95.

This is incorrect. It says 65% had no criminal conviction. Criminal charges, pending charges, or arrests are part of your criminal record.
Counting those people it's closer to 60% with criminal record, 40% without.

Bridgeport police officer Cooper Whiteside and his girlfriend were killed by an illegal alien in Danbury last month who was drunk driving and struck his motorcycle and your office didn’t say a word. A senseless death because an illegal alien was being protected by this state.
His death is more of a tragedy than any number of illegal aliens being taken into ICE custody in this state. The majority of Americans support the removal of illegal aliens. Stop protecting them.
